Former Managing Director - CIB Markets, Global Head of Conduct and Surveillance

Howard Davis is a Non-Financial Risk and Conduct executive with a background spanning federal enforcement, global exchange operations, and Tier 1 G-SIB leadership across the Americas, Europe, and Asia. A former regulator with the CFTC and FINRA, he went on to serve as Global Head of Market Surveillance at State Street and, most recently, as Head of Front Office Conduct & Surveillance at Standard Chartered in Singapore. He has built and modernized surveillance and conduct programs across more than 20 jurisdictions, leading high-stakes regulatory remediation from both sides of the table. At XLoD Global Singapore 2026, Howard joins the “Mitigating Regulatory Risk” panel and hosts the “Breaking Language Barriers” roundtable.
